Summary

In May of 2014 the Virgin Islands enacted AB 7586, the FIT Act, that instructed the public services commission to create a feed-in-tariff for solar photovoltaic systems. The Public Services Commission (PSC) will offer solar photovoltaic system owners a standard contract with terms between 10 and 30 years. The PSC is expected to initially offer $0.26 per kilowatt hour (kWh) and will periodically review the rate based upon the avoided cost rate of the utility, the Virgin Islands Water and Power Authority (WAPA). Owners of photovoltaic systems between 10 kilowatts (kW) and 500 kW will be eligible to enter into these contracts.

There is a 10 MW limit for aggregate production via feed-in-tariff contracts on the islands of St. Thomas, St. John, Water Island, and other offshore keys and islands and a similar 5 MW limit for contracts on the Island of St. Croix.
