In 2003 San Antonio's municipal electric utility CPS Energy established a renewable portfolio goal, which was increased in 2008 to meeting 20% of its electrical peak demand with renewable energy by 2020. (CPS Energy is not subject to the requirements of Texas's renewable portfolio standard.)
CPS Energy focuses on wind, solar, and landfill gas as renewable energy alternatives and is planning to reach a generation capacity of 1,500 Megawatts of renewable energy by 2020. Current capacity (as of September 2014) includes 1,059 MW of wind, making CPS Energy the largest publicly-owned purchaser of wind power in the nation, as well as 134 MW of solar, with an agreement in place for the development of another 300 MW of solar power—including the completion of the largest solar power project among municipal utilities in the nation.
CPS Energy also offers net metering and substantial rebates to its customers for the installation of photovoltaic (PV) systems and solar hot water systems.
