Russia’s solar module producer and project developer Hevel Solar, a joint venture between Russian industrial conglomerate Renova Group and nanotechnologies provider JSC Rusnano, has begun work on a 10 MW solar power plant in the Volgograd region, southern Russia.
The company said it is building the facility for Russian energy giant Lukoil, and that it was awarded the contract in a bidding round held in 2014.
Hevel said that construction works are to be completed by September 2017, and that the commissioning is scheduled for the first quarter of 2018. The plant is located at Lukoil’s Volgograd Refinery on plots of land not involved in the production cycle.
Hevel will deliver the plant to Lukoil, after it will have completed the qualification procedure to comply with requirements of the local content of Russian-manufactured equipment. PV parks that use local producers receive higher feed-in tariffs than projects with components that are fully manufactured abroad.
Lukoil currently owns two 9 MW solar power stations at its own refineries in Romania, and a 1.3 MW PV plant in Bulgaria. The project in Bulgaria was granted a 12-year FIT, while the plant in in Ploiesti, southern Romania, was built under the country’s green certificate scheme.
