Following the signing of a MoU in May 2017, the European Bank for Reconstruction and Development (EBRD) is proceeding to provide assistance to the Government of Albania. The EBRD will help engaging a consultant to provide support in drafting the secondary legislation and regulatory framework for the competitive procurement of solar PV projects in the country, and assisting in the implementation of a competitive bidding process to procure 50 to 100 MW solar PV capacity. The assignment is expected to start in Q2 2018, and has an estimated overall duration of 24 months. Investment is about €950,000.
Amongst others, the consultant team has to review the existing legal and regulatory arrangements in Albania including the electricity market law and renewable energy law, furthermore conduct an assessment of the technical options for the solar PV program (e.g. size, location) and provide recommendations.
