JEA board of directors approves major solar program for Jacksonville

The board of directors for Jacksonville, Florida’s municipal utility JEA unanimously approved a major solar program this week. The program will create five new 50-MW utility-scale solar farms in the city, according to The Florida Times-Union.

A developer will install the panels on JEA’s land and the utility will purchase the power for about $20 million per year for all the solar farms. The farms could be in operation as soon as 2020.

The approved solar policy also included some downsides for the solar industry. It reduced the previous net metering rate and tied the new rate to JEA’s fuel rate, which will be less than the previous net metering rate. The Florida Times-Union reported that customers will go from getting as much as 11 cents per kWh to a little over 3 cents—the current fuel rate.

Solar advocates in attendance at the board meeting asked for a more gradual reduction in compensation rates, so the board moved the new rate’s effective date from Jan. 31 to April 1. JEA is also allowing customers who already have rooftop solar panels to be grandfathered in at the old rate.

To balance the lowered net metering rate, JEA also added a new incentive: a 30% rebate on the purchase of a battery storage system. However, critics said the storage incentive may not be a fair alternative to the lower net metering rates.
